In any case the most important mechanism the social welfare state uses to “perpetuate segregation” is the residency requirement in public education. That, coupled with land use regs like floor space minima, lot size minima, and exclusion of multiple-family units. Heck. The explicit purpose of zoning is “segregation” of “uses.”
