It’s a peaceful way of getting rid of people. Kennedy says the chief could fire them, but that’s a less attractive option.

Is it appropriate to use the legislative process for day-to-day police employment management issues? It sounds as if union contracts are in the way of managing staff, but there’s got to be a more discreet way to get things done (as they say). Good luck to the new Chief.
