David Panagore says the reason isn’t because the city is spending too much; it’s because its property tax income took a major hit.

I agree with David Panagore number 2. The question is how do we reduce spending. I have a hunch it involves fewer employees with less lavish benefits and pensions.
Unfortunately, I’d bet a nickle that what our City Leaders will impose is higher tax rates even though they arguably drive out business (and therefor reduce the tax base in the long term).
